  1.   2. Under this declaration, during the specified period, certain constitutional rights such as inviolability of the home, freedom of movement, assembly, and personal freedom will be restricted in the affected areas.
  3. The Loreto Region, which borders Colombia and Brazil, is experiencing issues such as drug and arms smuggling and illegal mining. In particular, Putumayo Province, which borders Colombia, is heavily influenced by Colombian drug organizations, with frequent kidnappings and shootings involving armed groups.
  4. The Japanese Ministry of Foreign Affairs has previously issued travel advisories for Putumayo Province with a “Danger Level 3: Avoid All Travel” and for Mariscal Ramón Castilla Province with a “Danger Level 2: Avoid Non-Essential Travel.” These advisories highlight the risks of criminal organizations and drug smuggling routes in the border areas with Colombia. There is a risk of becoming involved in attacks or kidnappings if you enter these regions. Therefore, please refrain from traveling to these areas considering the above conditions.
