Uganda: Information on ADF Terrorists in Kampala

According to information from Ugandan police, as of early August 6, members of the Allied Democratic Forces (ADF) have been reported to be hiding in Kampala. Of the four ADF members, two are in Nabweru and two in Nansana. The ADF members include individuals from Somalia, South Africa, Sudan, and Uganda.

Security Threats:

•The ADF targets both Ugandans and foreigners. Past incidents include the killing of three people, including foreign tourists, in Queen Elizabeth National Park in October 2023, and suicide bombings at the Kampala Parliament and Central Police Station in November 2021.

•ADF actions are sometimes claimed by ISIS, indicating a potential ISIS link.

High-Risk Areas:

•The ADF is likely to target crowded places, especially those frequented by foreigners, such as commercial centers like Acacia Mall.

Safety Recommendations:

•Be constantly aware that the risk of terrorism is high.

•Avoid high-risk areas. If you must visit, avoid peak times and minimize your stay.

•In case of encountering a terrorist attack, immediately evacuate the area. Be cautious of potential secondary explosions or attacks, particularly in incidents involving vehicles targeting crowds.

•Leave rescue efforts to security authorities and prioritize your own safety.
