Peru: Extension and New Declaration of State of Emergency in Certain Areas of Ayacucho, Huancavelica, Cusco, and Junín Regions

• The Peruvian government has announced in the official gazette the extension and new declaration of a state of emergency in certain areas of Ayacucho, Huancavelica, Cusco, and Junín regions for counterterrorism and anti-narcotics measures.
• In these areas, organizations such as Sendero Luminoso are engaged in activities related to drug production, and terrorist incidents have also occurred. Please refrain from entering these regions.

1. The Peruvian government has announced in the official gazette the extension and new declaration of a state of emergency in certain areas of Ayacucho, Huancavelica, Cusco, and Junín regions for counterterrorism and anti-narcotics measures from Thursday, October 3, to Sunday, December 1, for 60 days.

[Areas under the state of emergency]

1. Ayacucho Region
• Huanta Province: Ayahuanco, Santillana, Sivia, Llochegua, Canayre, Uchuraccay (Cano, Yanamonte, Carhuahuran only), Pucacolpa, Putis
• La Mar Province: Anco, Ayna, Santa Rosa, Samugari, Anchihuay, Río Magdalena, Unión Progreso
2. Huancavelica Region
• Tayacaja Province: Huaribamba (Ichucucho only), Tintay Puncu, Roble, Cochabamba Grande (Cochabamba Grande only)
3. Cusco Region
• La Convención Province: Pichari, Villa Kintiarina, Villa Virgen, Echarate, Megantoni, Kumpirusiato, Cielo Puncu, Unión Asháninka
4. Junín Region
• Satipo Province: Mazamari, Pangoa, Vizcatán del Ene, Río Tambo
• Huancayo Province: Santo Domingo de Acobamba

2. Under this declaration, certain constitutional rights, such as the inviolability of the home, freedom of movement, freedom of assembly, and personal freedom, will be restricted in the affected regions during the aforementioned period.

3. The Japanese government has already issued a “Level 3: Avoid All Travel (Travel Advisory)” for these areas. In these regions, particularly in the Apurímac, Ene, and Mantaro River Valleys (VRAEM) and the surrounding mountainous areas, organizations such as Sendero Luminoso are engaged in drug production and related activities, with incidents of terrorism and clashes with security forces. Please avoid entering these regions.
