1. General Situation
(1) In Belize, firearm-related crimes occur intermittently, especially in Belize City. In the southern parts of the city, there are frequent incidents of shootings and murders believed to be related to gang conflicts, with cases involving civilians and minors. Due to the worsening security situation, authorities have intermittently declared states of emergency. However, crime rates have surged again after these declarations were lifted, and improvements in security have not been observed.
(2) In 2023, Belize recorded 87 murders, with a murder rate of approximately 22 per 100,000 people, which is the 9th highest among Latin American and Caribbean countries, and significantly higher than Japan. About half of the major crimes such as murders and robberies occur in Belize City. Although the number of murders decreased in 2023 compared to 2022, gang conflicts continue, and incidents of robbery and burglary are on the rise, with 52 more major crimes reported compared to the previous year.
(3) On February 7, 2019, a Japanese national was robbed and killed with a firearm in the northern part of Belize City, highlighting the need for caution even in areas previously considered relatively safe.

Previously, security issues were confined to the southern side of the Belize River, but recent crackdowns have resulted in violent incidents such as murders and robberies occurring on the northern side, which was once considered relatively safe. In 2023, there were 57 murders in Belize City. Compared to Japan’s rate of 0.7 per 100,000 people, Belize’s rate is about 64 times higher at 45 per 100,000. Theft targeting tourists and wealthy individuals also occurs, necessitating vigilance throughout Belize City.
Drug trafficking and the proliferation of illegal firearms are concerns, with murders and robberies involving firearms occurring. In August 2023, an emergency declaration regarding security was issued for some areas in southern Belize City due to rapid deterioration. Although this declaration was lifted in September 2023, murders and robberies in Belize City continue to increase. Thus, caution is essential when traveling to and staying in Belize City. Keep updated with the latest information through reports and take steps to avoid danger.
3. Travel and Stay Precautions
• During your stay, act with consideration for the above conditions and the following points, and avoid danger. Additionally, make efforts to obtain the latest information from the Japanese Ministry of Foreign Affairs, the Japanese Embassy in Belize, local agencies, and the media. Despite strengthened crackdowns in Belize City, gang-related incidents are increasing in other regions as well. Ensure your safety in areas outside Belize City as well.
(1) While violent incidents targeting foreigners and tourists are relatively few compared to neighboring countries, multiple gangs are reported to operate in Belize City. Avoid areas in the southern part of the city and places with large crowds to reduce the risk of unforeseen incidents.
(2) Belize is a major transit route for large drug cartels from South America to North America. Crimes related to drug and firearm trafficking occur even in tourist areas. Exercise extreme caution. Possession, sale, trafficking, or use of drugs is strictly punished, similar to Japan. If offered such transactions, clearly refuse. Be aware that your bags might be tampered with or used to smuggle drugs. Always pack your own bags and avoid accepting items from others.
(3) Although no Japanese nationals have been confirmed as victims of terrorism in Belize, terrorism occurs worldwide, including in Europe, the Americas, and Asia, where Japanese nationals have been targeted. Be especially cautious in tourist areas, event venues, restaurants, hotels, shopping malls, public transportation, and religious sites. (4) While incidents of kidnapping targeting foreigners are not frequent, be aware of their occurrence. Follow the three principles of “being inconspicuous,” “not letting your guard down,” and “not having predictable behavior,” and continuously gather information on recent kidnapping incidents.
(5) Be cautious of fraud, such as credit card and debit card skimming. Do not easily trust unsolicited kindness from strangers and act carefully. Keep valuable items on your person and avoid going out at night as preventive measures.
(6) Continuously monitor Belize’s security situation and gather information from TV, radio, and social media. Prepare for potential disruptions by considering basic actions. Historically, during heightened danger, long lines form at gas stations and grocery stores, so stock up on food and water and refuel your vehicle frequently.
