Canada: Flooding in Toronto and resulting major power outages

On July 16, more than a month’s worth of normal rain fell in three hours in the morning, causing flooding and extensive power outages in and around Toronto. The power outage also damaged telecommunication facilities, making telephone and Internet connections very difficult for a time.  Under these circumstances, people are unable to contact their families and colleagues, and must take action to protect their own bodies and lives. Therefore, we ask that you take the following precautions and act with caution. Do not ride elevators in high-rise buildings, etc. (you may be trapped due to a power outage) ・Do not enter flooded streets (engine stoppage) ・Do not enter roads (engine stoppage) ・Do not enter flooded areas (flooding) If your car is submerged and cannot move, get out of the car through an openable door or window, climb up on the roof, and wait for help. If you cannot open the door due to water pressure, try opening the door again when the car is flooded (it will be easier to open the door when the pressure difference between the inside and outside of the car is reduced).
