3 In addition to the expected confusion caused by traffic congestion due to traffic restrictions, etc., at and around such large-scale events, there are also concerns about the occurrence of unforeseen incidents such as trouble with groups opposed to the purpose of the event as well as terrorism targeting soft targets. If you are planning to visit the event site or its vicinity during the event period, please do not approach the site out of curiosity and immediately leave the area if you sense anything out of the ordinary or encounter an incident, etc., placing your own safety first.
