Philippines: Revised Safety Measures in Cebu

We have revised the Safety Measures in Cebu (Safety Guide). Although this guide is intended for Japanese residents in Cebu, short-term travelers are also encouraged to use it as a reference when considering safety measures for their trip to Cebu.

1 The number of Japanese travelers to the Philippines (Cebu) is on the rise as the summer vacation season begins. The crime rate in the Philippines is on the decrease as a whole, and it is sometimes said that “Cebu is safer than other cities in the Philippines,” but the rate is much higher than in Japan, and this trend is also true in the Cebu metropolitan area. In terms of criminal victimization of Japanese nationals, theft (pickpocketing, snatching, leaving behind, etc.) accounts for a large percentage, but there have also been reports of serious crimes such as murder, assault, robbery, and indecent assault using a gun or knife. Traffic accidents and natural disasters such as typhoons, earthquakes, and volcanic activity are also common.

2 It is important to be prepared to take responsibility for your own safety and that of your family when abroad. In many cases, damage can be avoided or minimized by taking appropriate precautions and measures. This revised guide explains how to prepare for and ensure our own safety in situations that we may face in the Visayas region under our jurisdiction, including general day-to-day safety (crime prevention) measures, natural disasters, and emergency responses. This guide is intended for Japanese residents in the region, but we hope it will also be a useful reference for short-term travelers who wish to take their own safety measures when traveling to the region.
