The 2024 United Nations Climate Change Conference, known as COP29, will take place in Baku, Azerbaijan from November 11 to November 22, 2024. U.S. citizens should be aware of logistical challenges due to the anticipated large number of attendees for the event, road closures, and increased law enforcement measures. U.S. citizens traveling to Baku during COP29 should remain vigilant and take the following important steps:
- Sign up for the State Department’s Smart Traveler Enrollment Program (STEP) to receive future security notices and to help us contact you in an emergency.
- Review the U.S. Department of State’s Worldwide Caution, which advises U.S. citizens of the potential for terrorist attacks, demonstrations, or violent actions against U.S. citizens and interests worldwide.
- Review the Travel Advisory for Azerbaijan, which currently stands at Level 2: Exercise Increased Caution due to terrorism concerns and areas of armed conflict.
- Comply with Azerbaijan’s passport and visa requirements. Please note UN-registered participants in COP29 may obtain a COP29 Special Visa, free of charge, before traveling to Azerbaijan. Additional information is available from the Azerbaijan government. U.S. citizens traveling to Azerbaijan for other purposes or without registering for COP29 may apply for a regular e-visa following these instructions.
- Carefully review the State Department’s travel information webpage for Azerbaijan, which provides information regarding health services available in Azerbaijan and limitations on accessibility for persons with disabilities. The webpage also discusses Azerbaijan laws related to bringing certain medication into the country, taking carpets and other cultural artifacts out of the country, and the military service requirements applicable to dual U.S.-Azerbaijan citizen males.
