September 3 is designated by Russia as the “Victory Over Militaristic Japan and the End of World War II Day,” and there is a possibility that protest demonstrations may take place within the country.

  • On this day, security measures, including traffic restrictions, will be strengthened in the city of Yuzhno-Sakhalinsk.
  • If you plan to visit the Consulate or pass through its vicinity on that day, please exercise caution and avoid approaching any protest demonstrations you may encounter for your safety.

Last year, a law was passed in Russia renaming September 3 as the “Victory Over Militaristic Japan and the End of World War II Day.” On September 4, 2023 (Monday), a protest demonstration was held by several individuals on the street in front of the building where the Consulate is located.

As of now, there is no information about any protest gatherings scheduled for tomorrow, September 3 (Tuesday), in the area. However, there is a possibility of unsanctioned gatherings. Please exercise caution in your activities on that day and avoid approaching any demonstrations you may encounter.

Additionally, various events are scheduled to take place in Yuzhno-Sakhalinsk, primarily around Glory Square and Victory Square. Traffic restrictions will be enforced on major roads within the city, and security will be heightened. Related events are also planned in Smirnykh and Kholmsk.

There is a possibility that these events may involve activities targeting foreign entities or individuals, so it is important to stay away from such events.

For Japanese nationals residing in the area, if you plan to visit the Consulate or pass through its vicinity on September 3 (Tuesday) or surrounding days, please exercise caution and avoid approaching any protest demonstrations for your safety.
