  • Haiti continues to experience prolonged political instability, with frequent violence by armed groups (gangs) and attacks on government institutions and key infrastructure, especially in the capital region.
  • Armed groups (gangs) have also occupied major highways and port facilities, disrupting domestic distribution and raising concerns about the paralysis or shutdown of essential services.
  • A danger level 4 (Evacuation Advisory) has been issued for all of Haiti. If you are currently in Haiti, evacuate immediately. If immediate evacuation is not possible, exercise extreme caution. Do not travel to Haiti for any reason.

Details:

  1. Since the assassination of President Jovenel Moïse in July 2021, political instability has persisted. Additionally, natural disasters such as the August 2021 earthquake in southwestern Haiti and hurricanes have contributed to ongoing social chaos.
  2. Since 2022, many areas, especially in the capital, have been controlled by armed groups (gangs). Recently, in late February 2024, the international airport in the capital was attacked by gangs demanding the resignation of then-Prime Minister Ariel Henry, leading to a suspension of commercial flights for about three months. Although a new interim prime minister was appointed by the interim presidential council and a multinational security support mission led by Kenyan police was deployed in June 2024, attacks and looting by armed groups continue. These violent acts can escalate into indiscriminate violence, kidnapping, and murder involving foreign nationals.
  3. The situation has led to economic stagnation, inflation, chronic food shortages, and unemployment. Additionally, dissatisfaction with political corruption, inequality, and deteriorating security has intensified, especially among the impoverished population, leading to school closures and other social issues.
  4. Armed groups (gangs) may disrupt the functionality of port facilities in the capital, potentially halting domestic logistics for fuel, water, and food. Other services, such as electricity, telecommunications, drinking water production, banking, education, and retail, are extremely vulnerable, and further paralysis or shutdown of essential services is anticipated.

Therefore, avoid all travel to Haiti for any reason. If you are already in Haiti, evacuate immediately. If immediate evacuation is not possible, exercise extreme caution.
