Pakistan: Advisory on Ban of Gatherings Across Karachi and Associated Precautions

• Karachi authorities have issued a ban on protests and gatherings of more than five people throughout the city from October 13 (Sunday) to October 17 (Wednesday). Tensions have risen between human rights groups and the Islamic political party “Tehreek-e-Labbaik Pakistan (TLP)” over allegations of blasphemy against the Prophet Muhammad.
• Meanwhile, the opposition party, Pakistan Tehreek-e-Insaf (PTI), has called for nationwide protests in Islamabad on October 15 (Tuesday) ahead of the Shanghai Cooperation Organisation (SCO) summit, which is to be held in Islamabad on October 16 (Wednesday). Similar protests may also take place in Karachi.
• Residents and expatriates are advised to stay updated on the latest security information and avoid approaching demonstrations or gatherings under any circumstances.

1. On October 13, the Karachi Commissioner, following recommendations from the Karachi Police Chief, implemented a complete ban on all protests and gatherings of more than five people across the city from October 13 to October 17.
2. Recently, tensions have escalated between a human rights group and the Islamic political party “Tehreek-e-Labbaik Pakistan (TLP)” after a person accused of blasphemy against the Prophet Muhammad was killed in Sindh province, though the human rights group claims the accusation was a mistake. Clashes were reported near the local press club, and TLP is planning a protest march, which authorities are prepared to prevent.
3. PTI has also called for nationwide protests, particularly in Islamabad on October 15, and demonstrations may extend to Karachi and other cities.
4. With security heightened for the SCO summit, some personnel from the Sindh police have been deployed to the capital, which may weaken security in Karachi. Residents and expatriates should remain informed through media reports and ensure safe travel.
5. Given the current situation, take the following precautions to avoid getting caught in unexpected incidents, such as terrorism:
• Avoid areas where protests or gatherings are taking place.
• If you encounter a gathering while traveling, leave the area immediately.
• Steer clear of potential terror targets (Chinese facilities, religious sites, government buildings, military/police vehicles, checkpoints, etc.), and limit your time at such locations. Always stay alert, and if you notice anything suspicious, leave the area immediately.
• Keep informed through local news and reports, and prioritize safe movement.
