Under this declaration, certain constitutional rights in the affected areas, including the inviolability of the home, freedom of movement, the right to assembly, and personal liberty, will be restricted during the period. Security forces may conduct searches of personal belongings and vehicles without warrants at checkpoints. Those planning to travel to or stay in the region should be especially cautious and carry identification at all times when going out.

The Japanese government has issued travel advisories for various regions in Peru, including Level 1 (Exercise caution), Level 2 (Avoid non-essential travel), and Level 3 (Avoid all travel).
