4. Incident Description
- While waiting at a traffic light at the intersection mentioned above, the victim was approached by a street vendor who inserted tissues through the gap in the driver’s side window.
- As the vendor moved from car to car, collecting tissues from the vehicles in front, the victim slightly opened the window to return the tissues. At that moment, another individual hit the passenger side window with force to distract the victim. Taking advantage of this distraction, the street vendor reached into the vehicle, restrained the victim’s arm, and stole the mobile phone from the victim’s jacket pocket before fleeing.
