Peru: Advisory on Security Measures and Closures for November APEC Events

Event: Asia-Pacific Economic Cooperation (APEC) November Events Security Reminder and Closures

The Asia-Pacific Economic Cooperation forum (APEC) will complete its annual events with the Meeting of Economic Leaders in Lima, Peru during the week of November 11, 2024.  Travelers should be prepared for road closures, transportation delays, and the possibility of protests before, during, and immediately following APEC.

Limited Consular Services

The U.S. Embassy in Lima’s Consular Section will be closed for routine visa and passport/citizenship services the week of November 11-15, 2024.  Appointments will be limited leading up to this week as well.  Emergency passport services will remain available at the U.S. Embassy in Lima and Consular Agency in Cusco during this time, unless otherwise advised.

Security

In preparation for visiting dignitaries, Peruvian authorities will establish security perimeters in specific areas around Lima and have declared November 14-16 “non-working” days.  Travelers should be aware that vehicle and pedestrian traffic will be affected.  The authorities will provide heightened security.  We remind U.S. citizens that protests or other incidents could  occur with little or no warning, targeting tourist locations, transportation hubs, markets and shopping malls, places of worship, and other public areas.  The U.S. Embassy reminds you to maintain sound personal security and situational awareness, particularly at large gatherings, which could be targeted.  Travelers should note that a worldwide caution message remains in effect (https://travel.state.gov/content/travel/en/traveladvisories/traveladvisories/worldwide-caution.html).

Re-Enroll in STEP at Step.State.Gov

The Department of State launched a new version of the Smart Traveler Enrollment Program (STEP) in September 2024.  The old version of STEP will be discontinued effective today, October 16, 2024.  All U.S. citizens resident in or traveling to Peru should register in the new Smart Traveler Enrollment Program immediately to continue receiving important and possibly life-saving information.   Enrolling in STEP makes it easier for the nearest U.S embassy or consulate to contact you during an emergency and send you safety and security alerts. 

Actions to take:   

  • Re-enroll in STEP: step.state.gov.
  • Review your travel plans.
  • Avoid crowds and demonstrations.  Keep a low profile.
  • Follow instructions from the Peruvian National Police, Peruvian Armed Forces, and local authorities.
  • Monitor local media for updates.
