Pakistan: Advisory on the Shanghai Cooperation Organization (SCO) Summit and the 50th General Election

•The Shanghai Cooperation Organization (SCO) Summit is scheduled to take place in Islamabad on October 15 and 16. In light of the event, the government has announced three closed holidays from October 14 to 16, and authorities will enforce heightened security measures, particularly restricting access to the Red Zone and diplomatic areas. Given the scale of this international conference and the recent terrorist incident targeting Chinese nationals near Jinnah International Airport in Karachi on the night of October 6, please ensure your safety during this period, including the days surrounding the event.

•The 50th General Election is scheduled from October 16 to 19. During the enhanced security measures, access to diplomatic areas is expected to be difficult. Those coming from outside the diplomatic area are advised to visit after the restrictions have been lifted to ensure safety.

1.The SCO Summit will occur in Islamabad on October 15 and 16. As a result, the government has declared closed holidays from October 14 to 16, and traffic control will be enforced in Islamabad and Rawalpindi. Access to the Red Zone and diplomatic areas will be heavily restricted, and these restrictions may extend before and after the three days. Please prioritize safety, especially considering the recent attack in Karachi.

2.For the upcoming 50th General Election (more information can be found here), access to diplomatic areas is likely to be limited during the enhanced security measures. Visitors from outside the diplomatic area are urged to plan their visits after the restrictions are lifted.

3.Residents and visitors in Pakistan are advised to reference the advisory titled “Pakistan: Advisory Following the Explosion Near Karachi International Airport” (issued on October 8, 2024) and adhere to the following safety guidelines:

•(1) Avoid places that are likely to be targeted for terrorism, such as religious sites, government buildings, and security facilities (including vehicles and checkpoints). Complete your errands efficiently and remain aware of your surroundings; if you notice any suspicious situations, leave the area promptly.

•(2) Do not approach locations where religious events or gatherings are taking place.

•(3) If you encounter any protests or gatherings while traveling, leave the area immediately.

•(4) Stay updated with the latest safety information through local media and take appropriate safety measures.

4.Additionally, depending on the region and situation, there may be restrictions on mobile phone services to ensure communication networks for government and military agencies. Please also consider securing alternative means of communication (such as landlines or the internet).
