● The Peruvian government has announced an extension of the state of emergency in Putumayo Province and Mariscal Ramón Castilla Province, Loreto Region, in its official gazette.
● These areas face issues such as drug and arms smuggling, illegal mining, kidnappings, and attacks on security forces. Please avoid entering these regions.
1. The Peruvian government has announced in the official gazette that the state of emergency, which was declared as a security measure in Putumayo Province (bordering Colombia) and Mariscal Ramón Castilla Province (bordering Colombia and Brazil), will be extended for 60 days from Thursday, October 10.
[Official Gazette (Spanish only): Decreto Supremo No 106-2024-PCM]
2. Under this declaration, constitutional rights such as the inviolability of the home, freedom of movement, assembly, and personal freedom will be restricted in the region during this period.
3. The Loreto Region, which borders Colombia and Brazil, is plagued by issues such as drug and arms smuggling, and illegal mining. In particular, Putumayo Province, which borders Colombia, is heavily influenced by Colombian drug organizations, with frequent kidnappings by armed groups and gunfights with security forces.
4. The Ministry of Foreign Affairs of Japan has previously issued “Level 3: Avoid all travel” advisories for Putumayo Province and “Level 2: Avoid non-essential travel” advisories for Mariscal Ramón Castilla Province, urging caution. The area along the border with Colombia is a smuggling route for drug cartels, and entering this region carelessly could result in incidents such as attacks or kidnappings. In light of the current situation, please avoid traveling to these areas.
