Risk Level and Points
• Region: Areas around the southern Serbian border with eastern Kosovo (Medvedja, Bujanovac, Presevo)
• Risk Level: Lowered (from Level 1)
Details
1. Regional Context: In southern Serbia, particularly in Medvedja, Bujanovac, and Presevo, which border eastern Kosovo, there has been a predominance of Albanian residents and ongoing ethnic tensions between Albanians and Serbs. In February 2013, tensions increased in Presevo over the establishment of a memorial for Albanian soldiers, causing temporary instability. Despite this, over the past decade, there have been no significant escalations or large-scale incidents involving civilians.
2. Refugee Situation: Since 2015, there has been a significant influx of refugees from the Middle East into Serbia, many of whom passed through southern Serbia. While refugees are still present, the situation has stabilized. The movement of refugees is now primarily managed by organized criminal groups rather than the rapid and disorganized influx of 2015. The risk of security issues related to refugees in areas frequented by civilians and tourists has decreased.
3. Advice for Travelers:
• Stay informed about current conditions by checking the Ministry of Foreign Affairs’ travel safety website, the Japanese Embassy in Serbia, and local sources.
• Avoid areas with large demonstrations or unrest, particularly around the Republic Square and the National Assembly in Belgrade, which often experience traffic congestion during protests.
• Be cautious of bomb threats in Belgrade and other parts of Serbia, particularly in crowded areas like stations and shopping centers. Follow police instructions and prioritize evacuation if necessary.
• Sports events, especially soccer and basketball matches, can lead to violence from extreme supporters or hooligans. Avoid provocative behavior or approaching such groups.
• Be cautious when discussing sensitive topics such as religion, ethnicity, and the Kosovo issue with local residents.
• Follow required procedures for foreigners regarding entry, stay, and foreign currency.
• Inform family, friends, or workplace of your travel itinerary and contact information.
4. Regional Risks: Be aware of risk advisories in neighboring Kosovo, North Macedonia, Croatia, and Bosnia and Herzegovina.
5. Terrorism Awareness: There have been no targeted terrorist attacks against Japanese individuals or interests in Serbia. However, terrorism can occur anywhere, including regions with travel advisories. Stay updated on security information and take appropriate precautions to avoid involvement in terrorist incidents.
